The ranger class has very nice interrupt skills, and the mesmer has some good spell-interrupts as well as a very nice array of shut-down skills. I'd assume all you saw was a reference to a R/Me build that blends both.

Oh ok, I had assumed it was two specific skills, and i went thru the skills and couldnt match any two specific.
